Mr. Timothy J. Penny is Independent Trustee of the Company. Mr. Penny was a Trustee of the Trusts in the Fund Complex and their predecessor funds since 1996. He has also served as a Trustee of Asset Allocation Trust since 2010. He was President and Chief Executive Officer of Southern Minnesota Initiative Foundation since 2007 and a Senior Fellow at the Humphrey Institute Policy Forum at the University of Minnesota since 1995. He also serves as a member of the board of another nonprofit organization. Mr. Penny was a member of the U.S. House of Representatives for 12 years representing Southeastern Minnesota First Congressional District.

Allspring Utilities And Leadership Team
Elected by the shareholders, the Allspring Utilities' board of directors comprises two types of representatives: Allspring Utilities inside directors who are chosen from within the company, and outside directors, selected externally and held independent of Allspring. The board's role is to monitor Allspring Utilities' management team and ensure that shareholders' interests are well served.
