Mr. Richard Palmer is President, Chief Executive Officer, Director of Global Clean Energy Holdings, Inc. Mr. Palmer became our Chief Executive Officer on December 21, 2007. Mr. Palmer has over 25 years of handson experience in the energy field, holding senior level management positions with a number of large engineering, development, operations and construction companies. He is a cofounder of Mobius Risk Group, LLC, an energy risk advisory services consulting company, and was a principal and Executive Vice President of that consulting company from January, 2002 until September 2007. From 1997 to 2002, Mr. Palmer was a Senior Director at Enron Energy Services. Prior thereto, from 1995 to 1996 Mr. Palmer was a Vice President of Bentley Engineering, and a Senior Vice President of Southland Industries from 1993 to 1996. Mr. Palmer received his designation as a Certified Energy Manager in 1999, holds two Business Management Certificates from University of Southern Californias Business School, and is an active member of both the American Society of Plant Biologists, and the Union of Concerned Scientists. Mr. Palmer is Trustee President of the Center for Sustainable Energy Farming, a nonprofit research institute dedicated to sustainable communities, fueled by sociallyresponsible clean energy. In February 2013, Mr. Palmer joined the RSB Services Foundation Board of Directors and held the Chairman role from April until December 2013. RSB Services acted as the implementing entity of the Roundtable on Sustainable Biofuels sustainability certification until December 2013. since 2007.

Global Clean Energy Leadership Team
Elected by the shareholders, the Global Clean's board of directors comprises two types of representatives: Global Clean inside directors who are chosen from within the company, and outside directors, selected externally and held independent of Global. The board's role is to monitor Global Clean's management team and ensure that shareholders' interests are well served. Global Clean's inside directors are responsible for reviewing and approving budgets prepared by upper management to implement core corporate initiatives and projects. On the other hand, Global Clean's outside directors are responsible for providing unbiased perspectives on the board's policies.
